The Honorable Shannon B. Baldwin is a trailblazing jurist and U.S. Army veteran dedicated to transforming the legal system through equity and restorative justice. With over two decades of legal experience and a career-long commitment to public service, Judge Baldwin is a leading voice in the movement to ensure that justice in Harris County is a right for all, not a privilege for the few.
 
Since her historic election in 2018, Judge Baldwin has been at the forefront of modernizing the Harris County judiciary. She previously served as the Local Administrative Judge for both Civil and Criminal Courts and as the Presiding Judge over all 16 County Criminal Courts. Her leadership is defined by a "people-first" approach:
  • Restorative Justice: Judge Baldwin presides over specialized SOBER and Veterans Courts, prioritizing treatment and rehabilitation over incarceration for individuals facing addiction and trauma.
  • Equitable Experience: Having tried cases ranging from traffic violations to capital murder, she understands the deep systemic barriers within the court system and works daily to dismantle them.
  • Mentorship: As an adjunct professor at the Thurgood Marshall School of Law, she is training the next generation of progressive legal advocates to lead with integrity and compassion.
Judge Baldwin’s journey is one of breaking barriers. As a proud member of the LGBTQ+ community and one of the iconic “Houston 19”—the largest group of African American women elected to the bench simultaneously—she represents a shift toward a judiciary that reflects the diverse community it serves. Her commitment to service began long before the bench; she joined the U.S. Army Reserves in 1987 and earned her commission as a 2nd Lieutenant.

A cum laude graduate of John Marshall Law School and an alumna of Sam Houston State University, Judge Baldwin remains deeply rooted in community advocacy. She is an active leader in numerous professional organizations and a proud member of Delta Sigma Theta Sorority, Inc.
 
Above all, Judge Baldwin is fueled by her role as a mother to her 8-year-old daughter, driving her mission to build a safer, fairer, and more inclusive future for the next generation of Texans.
